Tho I know what you are after you want to know how well intercooler reacts to different driving speeds. I find that to be almost more difficult to predict than driving or general a compressed charge.

What you planning on using to cool off the intercoolers?

Also I predict bar and plate will have the best overall numbers in a block size given enuff air being directed at the intercoolers.

Tube and fin will do better at lower air movement speeds and also have a lower pressure drop behind the intercooler.

Also you will find that a intercooler that has more surface area will simply radiate more heat out in general.

Simple vote for a winner for 14PSI, 70mph, would be the one with the best surface area and midsized core. But honestly it won't make that much of efficiency and difference in power.

As the real goal is to reduce bottlenecks then increase efficiency in flow, turbulance, and heat dissappation.

Also for pressure you can just use a adjustable release valve.
